You probably remember having read the twenty-two points of the Cuban Declaration of the Rights of Man, presented for consideration to the Social and Educational Council at the close of the London Assembly. Will you please write an article on them and suggest that with internationally controlled atomic weapons, we might protect all nations and guarantee to them those rights. By dedicating our weapon to philanthropy we might alloy the fears of other nations as well as establish security for them and for ourselves.
