narrow nationality of a single country.  Why go to all the trouble of determining their national origin, and then teaching them to become members of a small particular group with all its selfish interests which is what we would like to avoid in the future.  When war has taken so much from these orphan children the least the world should do is to grant them universal citizenship, requiring no passports or visas.  Whatever country provides for them would recognize their peculiar distinction and educate them to take their responsibilities as world citizens.  
  I believe this plan would do much to unite the interest of the world and bring home
